ответ администрации livejournal.com:
Previously, due to United States law, individuals under the age of 13 were not permitted to create or maintain LiveJournal accounts. This policy has now changed, and children under the age of 13 are permitted to maintail LiveJournal accounts. However, due to the requirements set forth by United States law, we cannot collect information from children under the age of 13 without parental permission.
Your account had inputted a birthdate which makes you under the age of 13. Because of this, it was flagged by our system during the changeover. Unfortunately, because of the requirements of the law, we have been forced to delete any information (with the exception of journal entries and comments) which was already provided to LiveJournal by people whose birthdates indicated they were under the age of 13. This means that your user bio, location, messenger usernames, journal titles and subtitles, and any other information you have provided has been deleted. We are legally prohibited from storing personal information on anyone under the age of 13 without parental consent, and because you had provided a birthdate which indicated you were under the age of 13, your account was identified as one of these accounts.
We are currently working on alternate methods of parental permission and age verification, particularly designed for situations such as yours; however, the easiest and quickest way for you to regain access to the account will be to complete the verification process as designed. The verification process involves logging into the account, and attempting to make a comment or an entry. At that point, you will be brought to a separate page and prompted to enter an alternate email address of yours as the parent/guardian's, and you will be given the opportunity to enter credit card details. If you do not have a credit card of your own, you may wish to attempt to borrow one from a friend. The system will attempt to authorize the card for the amount of $.01, but will not actually make the charges to your card; it will simply verify your information and verify the existence of the card in question. A link will then be sent to your alternate email address to complete the verification procedure. Your card will not be charged, and your card number will not be saved or otherwise stored.
Unfortunately, at the moment, we do not have any way other than credit card verification available. We are working to determine what other methods we can use to verify age. It is likely in the near future you will be able to fax documentation to us such as a photocopy of your government-issued ID with birthdate. We recognize the frustration involved in this situation, but we don't know when we'll have the alternate methods of age verification available. We ask your patience over the next several days while we work to find a solution for everyone.
